TALLAHASSEE Fla. (Reuters) - A man convicted of fatally shooting his sleeping wife, then raping and murdering her 10-year-old daughter, was scheduled to die by injection Thursday evening at Florida State Prison after spending almost half his life on death row.
Attorneys for Chadwick Banks, 43, unsuccessfully challenged the state's lethal-injection methods and argued that his post-conviction legal representation was inadequate.
Banks, shot his sleeping wife, Cassandra Banks, at their mobile home near Quincy in north Florida in 1992. He was arrested four days later and confessed that he then killed his stepdaughter, Melody Cooper, after sexually assaulting her.
Evidence and trial testimony indicated Banks was drinking and shooting pool at a neighborhood bar with his wife on the night of the crimes. She went home and Banks followed an hour later.
Banks was sentenced to death in 1994 for the child's slaying and to life in prison for his wife's murder. After some 20 years of appeals in the case, Florida Governor Rick Scott signed Banks' death warrant in September.
It would be the 20th execution of Scott's first term in office, one fewer than former Governor Jeb Bush presided over in two terms as governor, according to the Florida Department of Corrections website. Scott was re-elected this month to his second four-year term.
It would also be the 89th execution in Florida since the death penalty was reinstated in the United States in 1976.

A huge and mysterious shark wouldn't be found in the frigid waters of Greenland, right? Anaridis Rodriguez has the details on this amazing species.

An enormous tiger shark caught by fishermen in the Philippines last month weighed some 650 pounds. That was impressive alone, but the weight of the ocean predator was overshadowed by what was inside the shark's belly: a human leg and head, according to aFox News report.
Dan Huber from the University of Tampa, Florida in the USA, examines the head of a Tiger Shark during research into the biological mechanics of the predator July 25, 2007 in Sydney, Australia.

The human remains inside the tiger shark, caught between Bohol and Camiguin islands, were partially digested, and the rotting aroma from decomposition was more than they could bear. However, due to folklore and cultural beliefs among Filipinos, much of the tiger shark, along with the human head and limb, were disposed of and tossed back into the sea. Many believe the soul of the dead human being will come back to haunt them. Still, the head of the shark and its fins were kept, likely as part of a delicacy for soup and stock.
"It was so disgusting. We can't bear the awful smell. We feared that the human remains may bring bad luck to us."
Even then, the thought that a man-eating shark had consumed a human being was chilling and macabre on many levels for locals. A fisherman's wife spoke to media sources about the contents of the shark and how she insisted her husband part with it after the tiger shark's jaws were set out to dry in the sun the next day.
"I don't want the sight of that jaw, knowing that the shark had eaten a human being. Who knows, the victim's spirit might visit us."
The tiger's jaw measured some 17 inches in diameter, and according to one expert, the shark that apparently attacked and ate a human being's head and leg was much larger than 650 pounds. One estimate is that it weighed twice as much and was nearly 13 feet long.
Regarding the identity of the victim eaten by the massive shark, some speculate that it could be one of two passengers who disappeared without a trace last month in the area. Then, a ferry sank and two on board are still missing and presumed dead.
The remains of a human found inside the tiger shark are unsettling. However, one lady survived a recent attack in Hawaii after her friend punched the sea predator several times in the face. She required 20 stitches on her fingers, but was otherwise fine. Sadly, the unknown victim inside the tiger was not so lucky.

Wike Imposition: We’ll beat PDP silly, says Rivers APC

Nyesom Wike, Rivers State (PDP) gubernatorial aspirant

The Rivers State Chapter of the All Progressives Congress (APC) has declared that it will beat the main opposition party in the state, the Peoples Democratic Party (PDP), ruthlessly during next year’s governorship and other elections.
“We have nothing to worry about because there is no visible opposition in the state. The PDP, which has been making noise all over the place, is only blowing hot air and will be trounced at the polls next year,” Rivers APC Chairman, Dr. Davies Ibiamu Ikanya, said.
Dr. Ikanya, in a statement issued on Thursday in Port Harcourt, said there was no way PDP could dislodge APC in the state.
He said assurances of his party’s chances of winning in 2015 became necessary due to enquiries by some political observers, who are expressing surprise that APC seems not to be doing much with regard to campaigns for the 2015 gubernatorial elections at a time when PDP aspirants have pasted their posters in many parts of the state, especially the capital city of Port Harcourt.
He said party members and supporters should be rest assured that all is well and that Rivers APC is ever ready for the 2015 elections.
He insisted that APC as a party is divinely positioned to win both the Rivers state governorship elections and the presidential election.
On why Rivers APC governorship aspirants have not engaged in a poster war with their PDP counterparts, Dr. Ikanya said: “Not all APC guber aspirants have been quiet. For instance, the posters of Hon. Engr. Victoria W Nyeche and the billboards of Elder Chidi Wihioka are all over the town. We do not, however, consider this necessary in view of the fact that in APC we are one cohesive, vibrant and united family, with Governor Chibuike Rotimi Amaechi as our leader.
He said the party encourages those interested to run for public office to consult and campaign among members of the family first to receive their blessings and once they succeed in this regard, they can then go out to educate the public about their aspirations, including through posters and billboards.
Dr Ikanya noted that most of the aspirants are involved in-house campaigns, assuring that next week most of them will be encouraged by the family to go out for campaigns and people will start seeing massive posters and billboards all over the place to educate all about their aspirations.
On why the party adopted this strategy, Dr. Ikanya said it was in view of the lack of any strong opposition in the state. “PDP, which was supposed to be a vibrant opposition, is now in a sorrowful state with the help of former junior minster for education, Chief Nyesom Wike, whose imposition as governorship candidate has rendered the party in the state comatose. Sixteen other guber aspirants from the party continue to kick against his imposition, thereby making the party a laughing stock.
He said the imposition of Wike on the PDP underscores how Wike, former governor Peter Odili and the family of President Jonathan are helping APC to win the state. “If Wike is allowed by the leadership of the PDP to emerge as governor aspirant, it will mean that for 24 years, the people of Rivers mainland would have ruled the state at the expense and great marginalisation of the other major ethnic nationalities.”
Ikanya assured Rivers people that APC will present the best candidates for all elective posts. “We are fully aware that Rivers people expect us to form the next government in the state and we don’t want to abuse this privilege,” he said.
“APC has been divinely set up to address the evil, injustice and lack of equity in PDP. Based on this fact we as a party have zoned our guber slot to the South East Senatorial District. In this regard, as the government-in-waiting, we have been busy studying the report of the Research Team we commissioned to produce a blueprint on where we want to take Rivers state from 2015 to 2019”.

Nurse, four others arrested over missing placenta Nurse, four others arrested over missing placenta

A middle aged woman working as a Nurse in a private hospital at Aba-Panu in Odigbo local government area of Ondo state and four other persons working in the hospital have been arrested by the police for their alleged involvement in the loss of a child’s placenta in the hospital.
The Nurse (name withheld) reportedly took the delivery of a child born to one Mrs. Sinatu Adeoye at the hospital.
The Nation gathered that the child’s placenta was declared missing few hours after he was born and those on duty could not provide useful information on its whereabouts when asked by the father to the child.
The pregnant woman was delivered of a male child, and this was confirmed by the Nurse who took the delivery.
The persistent request for the placenta by the child’s father reportedly caused confusion in the hospital as the man mobilized people there to cause mayhem.
The state’s Police Public Relations Officer, Wole Ogodo who confirmed the incident, said five persons have been arrested in connection with the missing placenta.
He said the suspects are already assisting the police in their investigation.

Mubi recaptured, Boko Haram leader arrested

LEADER of Boko Haram insurgents, Amir, has been arrested in Mubi, Adamawa State, by a combined force of the military and local hunters.

A British Broadcasting Corportion (BBC) Hausa report said Amir was overpowered during an encounter and had since been taken to an unknown destination in Adamawa State.
An eyewitness who spoke to BBC said Amir, a light skinned man with beard, was bundled and tied with a rope, while his disciples fled.
“Amir was not talking, he looked sad and angry,” said the witness.
Meanwhile, reports coming from the state indicated that local militia in Adamawa State have driven the Boko Haram militants out of Mubi, nearly two weeks after the town fell to the terrorists.
The state governor and residents, on Thursday, confirmed the latest development.
“Some of them (Boko Haram) ran away through Askira Uba and others through Mubi South and the situation in Mubi now is quite different from what it used to be,” a source disclosed.
A spokesperson to Governor Bala Ngilari told Premium Times that Mubi is now quite different from what it used to be.
He said local vigilante, popularly called Civilian JTF, launched a night time attack on Boko Haram terrorists in Mubi and drove them out.
The governor’s spokesman said the operation by the vigilante received some support from the military.
While a military source had said that the operation was not as “conclusive as claimed,” the Adamawa State government said the operation was successful and that Mubi is now free of Boko Haram.
“Governor Ngilari has confirmed that the combined efforts of the Civilian Vigilante and the Sarkin Bakan Gombi, as well as the military have successfully chased away Boko Haram from Mubi town,” Phineas Elisha, the press director to Governor Ngilari told Premium Times.
There was jubilation in Mubi town as residents marched from street to street in the town, chanting songs of victory over the recapture of their town, which had been under the control of the dreaded Boko Haram insurgents.
Residents said they were excited that their homes had been liberated from the hands of the Boko Haram insurgents who had been chased out.
One of the residents, Mallam Musa Bello, who spoke through the phone, revealed that most of the local hunters and Civilian JTF were mobilised from Gombe, Kano, Bauchi and Borno states by some top politicians in Adamawa State, after perceiving that the state might be taken over by the insurgents if nothing was done.
The state coordinator of Civilian JTF, Bako Goni, said over 2,000 people, including youth vigilantes, local hunters, retired military, police and para-military operatives, artisans and petty traders had signed up to confront Boko Haram insurgents in the state.

Africa turns to sunshine to meet surging power demand

JOHANNESBURG (Reuters) - Cut in half by the equator, sunshine is one thing that Africa has in abundance.
Now a growing number of African enterprises are tapping this under-utilised source to keep their businesses running.
One of Kenya's largest tea producers, Williamson Tea, has installed a 1 megawatt (MW) plant at an estate in the Rift Valley, slashing grid reliance by nearly a third and reducing the need for back-up diesel generators.
To put this in perspective, a single MW can generally power several hundred middle-class households.
SolarCentury, the company behind Williamson Tea's installation, has also been contracted to build an 858 kilowatt plant on the parking lot of a Nairobi mall, and says there is a potential 40 MW pipeline across four east African countries.
"One thing many countries in Africa have is plenty of sunshine and now we are at a stage where the cost of solar technology can enable them to use that sunshine to get low cost power," said SolarCentury's regional director Dan Davies.

The British-based firm targets intensive energy users such as flower farms that need to keep cut roses refrigerated well in advance of Valentine's or Mothers' Day.
Over-stretched African national grids often lapse into darkness as rapid economic growth piles pressure on electricity networks already lagging demand.
The 48 countries of sub-Saharan Africa, with a combined population of 800 million, produce roughly the same amount of power as Spain, a country of just 46 million people.
To keep machines running, companies have had to invest in diesel generators, one of the more expensive sources of power. Governments too are contracting independent producers to run expensive heavy-oil-fired generators to plug network shortfalls.
Most sub-Saharan countries do not have much solar energy and depend on hydro-power, coal or natural gas to turn turbines.
Generators using gasoline or diesel cost at least $300 per megawatt hour (MWh), estimates the International Energy Agency (IEA), while solar power is nearly as expensive at $200 per MWh.
With hydropower typically much cheaper, at less than $75, and coal generation as little as $50 per MWh, it will take decades for solar to reach cost parity.
"If it is replacing or displacing oil-fired power, then it would make sense," IEA analyst Brent Wanner said, adding that solar will remain most suitable as an option in remote areas.
South Africa this week added 96MW to its grid with the launch of the largest solar park on the continent in the remote and sparsely-populated Northern Cape province.
Africa's most advanced economy is a solar power outlier, with over 500MW installed.
RWANDA NOW 7 PERCENT SOLAR
There is also a movement on the world's poorest continent towards green alternatives such as geothermal, solar and wind, with some countries using incentives such as decades-long power purchase agreements to entice independent producers.
Some are also working on legislation to govern purchases of solar power from small producers. Kenya is piloting a metering project with privately run Strathmore University to import surplus electricity from a 600kW roof-top plant.
In Rwanda, U.S.-based Gigawatt Global connected an 8.5 MW farm on rolling green hills east of Kigali to the grid earlier this year. The $24 million farm now accounts for 7 percent of Rwanda's power supply.
Gigawatt Global's Sarah Halevi said the company was seeing strong demand in both west and east Africa. The company plans to build 200MW within the next 18 months in Nigeria and is targeting a 1000MW pipeline by 2020.

South African lawmakers berate Speaker over Zuma home upgrade

JOHANNESBURG (Reuters) - South African lawmakers chanted "you must go" at National Assembly Speaker Baleka Mbete on Thursday as they aired corruption allegations over a state-funded security upgrade to President Jacob Zuma's home.
Public Protector Thuli Madonsela reported in March that Zuma had "benefited unduly" from some of the upgrades, which included a cattle enclosure and amphitheatre, and should pay back some of the costs of the unnecessary renovations.
Opposition politicians accused Mbete, a member of the ruling African National Congress (ANC), of bias after she postponed a debate on the $23 million state-funded upgrade.
The usually calm chamber was rocked by chants of "You must go!" from members of the far-left Economic Freedom Fighters, led by former Zuma protege Julius Malema. One of its members shouted at Mbete: "You won't get away with this one."
John Henry Steenhuisen, chief whip of the main opposition Democratic Alliance, said the speaker changed the order of debate at the behest of ANC Secretary General Gwede Mantashe.
"I am amazed by your excitement," Mbete said, eventually overturning her decision.
The alternative parliamentary report cleared Zuma of any blame over the upgrades but opposition lawmakers were expected to reject the findings and call for the president to resign.

The national assembly probe was compiled only by ANC members after opponents walked out of the committee, saying it was created solely to protect Zuma.

Exclusive: Ex-wife of US oil baron to appeal $1 billion divorce award

(Reuters) - Sue Ann Hamm, the ex-wife of Oklahoma oil magnate Harold Hamm who was awarded cash and assets worth more than $1 billion in the couple's divorce this week, plans to appeal the judgment on grounds that it grossly undervalues the marital wealth she is entitled to.
Feeling shortchanged by a ruling that allows the Continental Resources (CLR.N) chief executive officer to keep around 94 percent of the estimated $18 billion rise in his Continental shares during a 26-year marriage, Sue Ann Hamm will appeal within a few weeks, one of her lawyers, Ron Barber, told Reuters on Thursday.
She believes the decision was "not equitable," Barber said.
On Monday, Oklahoma County Court Judge Howard Haralson ordered the CEO, who is believed to own more oil than any other American, to pay his ex-wife $995 million. The ruling allows her to keep additional assets, including a California ranch and an Oklahoma home, worth tens of millions more.
The Hamm v. Hamm divorce judgment is one of the largest in U.S. history, but Sue Ann's award is a small fraction of the wealth Haralson allowed Harold Hamm to keep.
He holds more than 68 percent of Continental's stock, a stake valued at around $13.5 billion today. It was worth more than $18 billion before the 9 1/2-week divorce trial began in August. Continental shares have fallen sharply since then, in line with global oil prices.
Haralson ruled that $1.4 billion of the growth in his Continental shares during the marriage was "marital capital" to be split with Sue Ann. The rest was awarded to Harold as “separate property.”
“Sue Ann is disappointed in the outcome of this case. She dedicated 25 years as Harold’s faithful partner in family and business,” Barber said.
A lawyer and economist, Sue Ann Hamm worked at Continental during stretches of the couple’s marriage, which began in 1988. At one point, the ruling says, she was an executive in charge of Continental's crude marketing division. She left the company in 2008. At other times she worked in the home, helping to raise the couple's two children.
In Oklahoma, a divorce appeal can be heard by a State Court of Appeals panel or the Oklahoma Supreme Court.
A higher court could review the case and affirm Haralson’s judgment, or modify the award. It could also send the case back to Haralson to be re-tried.
Family law experts say the process could take anywhere from 18 months to several years. Sue Ann Hamm has 30 days from when the ruling was filed, on Nov. 10, to appeal it.
As part of Monday's ruling, Haralson ordered Harold Hamm to pay his ex-wife more than $322 million by Dec. 31, and continue with monthly payments of at least $7 million until he covers an additional $650 million balance. She has received around $23 million from the marital estate since filing for divorce in 2012.
To secure the judgment, Haralson placed a lien on 20 million shares of the CEO’s Continental stock. Whether an appeal would alter the payment schedule remains unclear.
Craig Box, an attorney for Harold Hamm, said the CEO considers Haralson’s ruling to be “fair and equitable.” Hamm declined to comment on the prospect on an appeal.
The Hamm divorce is a "personal matter," said Continental spokeswoman Kristin Miskovsky. The company has said the case has no impact on business.
Following the news, shares of Continental extended earlier losses. They fell 3.1 percent on the day as U.S. oil prices sank below $80 per barrel for the first time in four years.
400-FOLD INCREASE
The Hamms had no prenuptial agreement. During their marriage, Continental's value soared by around 400-fold, and Hamm, the 13th child of sharecroppers, became Oklahoma's richest person.
Hamm, 68, founded Continental in 1967, more than two decades before he married Sue Ann. But Oklahoma law typically requires that the enhanced value of premarital property be split "equitably" in a divorce if it resulted from the efforts or skills of either spouse during marriage.
Haralson attributed most of Continental's growth during the marriage to passive or market factors, including rising oil prices and new drilling technologies.
Continental holds a leading position in the Bakken Shale, the largest U.S. oil discovery in decades. Harold Hamm is often credited with pioneering its development.
During the trial, his lawyers contended that passive factors and the "teamwork" of others at Continental accounted for most of the company's dazzling growth during the marriage.
"We believe that Harold should be given more credit for Continental's success," Sue Ann Hamm's lawyers said.

(Reuters) - President Barack Obama plans to announce an overhaul of U.S. immigration policy through executive action that would shield up to 5 million undocumented immigrants from deportation, the New York Times reported on Thursday.
Such a move will set up a showdown with Republicans, who have blocked Democrats' efforts in Congress to reform immigration laws and warned the president not to take unilateral action on immigration.
The Times, citing unidentified administration officials with direct knowledge of the plan, said Obama's proposed overhaul may be announced as soon as next week. Officials said it would allow many parents of children who are U.S. citizens or legal residents to obtain work documents and stay in the United States.
The Times said Obama's plan will provide more opportunities for immigrants with high-tech skills and add security resources to the border with Mexico. Undocumented immigrants with family ties in the United States and no criminal record also would be considered lower priority for deportation than those with criminal records or who are considered security risks.
Republicans, who won control of Congress in Nov. 4 elections, have warned Obama not to take unilateral action on immigration.
Obama told congressional leaders last Friday he was committed to using executive powers to ease some restrictions on undocumented immigrants since Republicans in the House of Representatives had refused to advance immigration legislation.
Mitch McConnell, who will be Senate majority leader starting in January, said if Obama took unilateral action on immigration, it would be like "waving a red flag in front of a bull."
When the new Congress convenes in January, Republicans will have majorities in both chambers.

Horror 2-Year Old Gets Eaten By Pig In China The toddler crawled into the pig's pen where he was mauled and eaten by the animal.

A 2-year-old, Wei Tsao in China has been killed and partially eaten by a pig after crawling into the animal's pen in eastern China's Jiangsu Province.
The toddler called Keke by his parents had been playing in the garden at his parents' house when they (the parents) went inside. It was at this moment that Keke crawled into the pig pen where the sow which was protecting her newborn piglets, mauled and ate him to death.
Hearing their child's screams, the parents rushed back outside to find the pig eating their son's head.

Other villagers came rushing to the scene where they grabbed the pig and tied it to a tree before killing it and cutting its stomach open. Inside they found fragments of Keke's skull and hair, which they showed to authorities to prove that the pig had killed him.
